Municipal Assembly Passed the Fundamental Environment Ordinance on Chairman’s Authority.

The high sulfur oil (Bunker-C oil containing over 0.5% of sulfur) will be allowed to use as a fuel beginning next year in Ulsan, as the agenda of Revised Fundamental Environment Ordinance was presented on Chairman’s Authority and thereby passed by voting at the Main Municipal Assembly Conference of Ulsan. The result of voting showed the 14 approvals, 2 rejections and 9 abstentions among total 25 members of Municipal Assembly. The assembly members of Democratic Labor Party who have been expressing their intention of refusal since the laying of alleged bill as an agenda renounced the voting holding a placard showing the message of “No Rushing of Bill through Assembly by Surprise!” 

The ordinance had not been passed the Environment and Welfare Committee, a standing committee of municipal assembly, until November 25th, the expiry date of examination, because Lee, Eun Joo, the Chairman of Environment and Welfare Committee and an assembly member of Democratic Labor Party, refused to putting the bill on table of standing committee, insisting to proceed further only after collecting more opinions of environment concerned NGOs of city.” The municipal assembly members of Democratic Labor Party decided to denounce the examination of next year’s city government budget lodging a protest against putting the bill as an agenda on the Assembly Chairman’s authority. 

The ordinance passed will be enforced effective beginning January next year. The enterprises having been using the low sulfur oil (Bunker-C oil below 0.3% of sulfur) as a fuel will be able to use the high sulfur oil after equipped with the desulfurization facility. Yet, the effluent standard with regard to polluted substances such as sulfur oxides and nitrogen oxides will be regulated with a stricter limit all the way up to maximum 360% versus currently effective criteria. 

The municipal government of Ulsan city banned the use of high sulfur oil since 2001 in order to improve the air environment, while the local enterprises have continuously proposed to allow the use of high sulfur oil as a fuel.
